Bill Gives Special Privileges To ALRB Lawyer

The epitome of special interest legislation was recently introduced, but the special interest is state government.

“Sacramento’s Worst Boss” may be carrying legislation for Sacramento’s worst state employee. Assemblywomen Nora Campos, D-San Jose, hasauthored legislationon behalf of the Agricultural Labor Relations Board General Counsel, to grant the general counsel unheard-of authority.

AB 561would grant Sylvia Torres Guillén, the ALRB general counsel, “primary authority with respect to the calculation and litigation of makewhole awards, backpay calculations, and other monetary awards in compliance proceedings of agricultural employers before the board.”

In other words, Torres Guillén would have unlimited authority over the contract negotiations with agriculture employers and farmworkers.

Major changes are being proposed to the California History-Social Science Curriculum “Frameworks” through an administrative process that is getting no attention.

The California Department of Education has been reviewing recommended edits to California History and Social Science frameworks from Lesbian Gay Bisexual and Transgender special interest groups, following passage of Senate Bill 48, by Sen. Mark Leno, and Assemblyman Tom Ammiano, both of San Francisco, in 2011.

Sacramento Mayor KJ: $8M Art Piece For Publicly Subsidized Arena a ‘Good Investment’

UPDATED: March 13, 2015 to include a photo of the $8 million piece of art from a Sacramento city staff report – a public record.

While this may appear to be a local news story from the wayward Sacramento City Council, it is an example of callous, tone-deaf local government, and symptomatic of state government.

As the Sacramento City Council voted 7-0 Tuesday evening to approve a public contract with a New York artist for an $8 million piece of art, Sacramento Mayor Kevin Johnson called it “a good investment for our community.”

High-end art is one of the most manipulated markets in the world. But that didn’t stop the Sacramento Mayor: “This guy is world renowned, he is one of the most amazing artists ever,” Mayor Johnson said of artist Jeff Koons, explaining that this art purchase will really put Sacramento on the map as “a world-class city.”

Indisputable Evidence of ‘Two Californias’ In New Poll Giving Gov. Brown High Marks

The latest poll from USC Dornsife and the Los Angeles Times would have you believe California voters give Gov. Jerry Brown and the Legislature their highest approval ratings in year — despite “soaring taxes, high unemployment, costly illegal immigration, escalating crime rates, substandard roads, record power and gas prices, underwater home values, and dismal schools.”

This is what happens when smart people like to be right and defend bad ideas.

Shouldn’t California Have the Best Roads By Now?

If high taxes guaranteed results, then California should have some of the best roads in the nation. For years we’ve had one of the highest gas taxes, yet our freeways consistently receive failing grades.

It makes no sense unless you admit that high taxes don’t guarantee good roads. That’s one of many reasons I had no trouble voting with my State Board of Equalization colleagues to approve a 6 cent cut to the state’s gas tax. Under a confusing and complicated law commonly known as the “gas tax swap,” the state has been over collecting tax dollars as gas prices have fallen. The new rate helps solve this problem.

Any tax cut is a rare bit of good news for overtaxed Californians. This gas tax cut also has the added benefit of partially offsetting the cost of a new hidden gas tax that took effect January 1 to help fund high speed rail and other so-called anti-global warming efforts.

Bill Would Allow Farm Workers Voice in Contract Negotiations

As Wisconsin is set to become the 25th Right-to-Work state, California Gov. Jerry Brown is ignoring thousands of farm workers who don’t want to be unionized.

In one of the most significant labor relations fights in the country proceedings have turned ugly, with many questioning the legal tactics and scruples of the Agricultural Labor Relations Board.

The workers at Gerawan Farming have been trying since October 2012 to decertify the United Farm Workers labor union. The workers are not only being fought by the UFW union, Brown’s Agricultural Labor Relations Board has thwarted them at every turn. And pleas to the Democratic Governor and Legislature have fallen on deaf ears, despite their claims to care for farm workers.

The only help the Gerawan workers have received is from state Assembly members Jim Patterson, R-Fresno, and Shannon Grove, R-Bakersfield.

LGBT Republican Group Wins Charter in California Republican Party

The California Republican Party convention this weekend was devoid much drama until Sunday. A vote on whether the Log Cabin Republicans would be officially chartered as a Republican volunteer organization elicited excitement and furor. The Log Cabin Republicans are a group for lesbian, gay, bisexual and transgender Republicans, won the delegate vote overwhelmingly 861 to 293. It wasn’t even close, which begs the question, “why not just change the bylaws?”
