Congressional hopeful defined by freedom

Having faith in freedom, Igor Birman is hoping voters “hire” him for Congress. “I’m here on a job interview asking you to hire me,” Birman tells voters he meets.

Birman, a Russian Jewish Immigrant and Republican, announced in September he is running for Congress against Rep. Ami Bera, a Democrat from Congressional District 7. At 32, Birman has a unique ability to reach young and ethnic voters who historically have been wooed by Democrats. At a Sacramento coffee shop, he sat down to talk to me.

SACRAMENTO — The revolving door among political consultants, community organizers and state government revolves right into the governor’s office and the Agriculture Labor Relations Board.

In 2011, Gov. Jerry Brown appointed Martha Guzman-Aceves deputy legislative secretary for agriculture, environment and natural resources. Before that, she was a founding partner of Cultivo Consulting, which says it engages in lobbying, political campaigning and community organizing in California. It’s a lobbying and outreach firm specializing in social, economic and environmental justice.

Anti-UFW farm workers seek help from Gov. Jerry Brown

Roll over, Cesar Chavez, here comes Silvia Lopez.

Silvia Lopez is a quiet, thoughtful 15-year Gerawan Farming employee, and the de facto leader of thousands of Central Valley farm workers who have been protesting for nearly a year to oust the United Farm Workers union from the farming company.

Seven hundred Gerawan farm workers took a day off without pay and descended on Sacramento Wednesday to attend a meeting at the Agricultural Labor Relations Board. Then they walked to the State Capitol to meet Gov. Jerry Brown.

Six of the farm workers tried to ask Brown to intervene with the ALRB to allow them to vote on whether to keep or oust the UFW from Gerawan Farming. “Jerry Brown, we want an election at Gerawan Farming,” Lopez said, as she approached the governor’s office.

The House has now passed and sent 9 bills to the Senate that would either completely or partially re-open the government. Harry Reid has refused to let the Senate vote on a single one of them. Harry Reid has sent the House one single proposal in all that time. 57 House Democrats have joined every House Republican in voting for all or some of those 9 bills. That’s over one-quarter of all the House Democrats that have supported all or at least one of the Republican proposed solutions. Similar support from Senate Democrats would guarantee passage in the Senate. But, votes have not been allowed in the Senate on these bills. Farm workers fighting UFW unionization

The United Farm Workers labor union and the state Agricultural Labor Relations Board have found themselves on the brink of ruination and even irrelevance.

The labor union boasted 50,000 members by the end of the 1970s. But according to the UFW’s last Labor Organization Annual Report filed with the U.S. Department of Labor, as of Dec. 31, 2012 the union had only 4,443 members. So it has declined by more than 90 percent. By contrast, today the California Teachers Association lists 325,000 members.

Making Life Simpler for Taxpayers

I am pleased to announce Senate Bill 582, a joint effort between my office and Senator Steve Knight, has passed both houses of the Legislature and reached the Governor’s desk.

SB 582 will make life simpler for taxpayers by requiring the Board of Equalization, Franchise Tax Board and Employment Development Department to consider integrating their websites to better serve taxpayers. The idea is to create a one-stop shop for taxpayers to visit for all of their tax services. This will streamline filing requirements by providing taxpayers with up-to-date integrated access to accounts with all three tax agencies.

In a 2005 report the non-partisan Legislative Analyst’s Office urged the creation of a portal that would allow a taxpayer to “log onto a single website and through a series of menus, be directed to the proper form which would allow them to file their taxes or remit a payment.” As you can see, this reform is long overdue.

New America: Parent tossed from public meeting for speaking

“Is this America?” the father of school-aged children asked as he was forcefully removed from a was forcefully removed from a Baltimore County School District meeting during the question-and-answer portion of the forum.

The parent, Robert Small, concerned about the school district’s plan to use Common Core standards in its curriculum, dared to verbally question school board officials after being told they would only take written questions from the parents, the Baltimore Sun reported this week

“However, Small began speaking out against the district’s use of Common Core, prompting a security guard, who was also a police officer, to approach him and order him to leave,” the Sun reported. “’Let’s go!’ he said sternly.”

“When Small didn’t immediately comply, the officer began pulling his arm and pushing him towards the exit. Some audience members gasped at the cop’s use of force.

FPPC imposes regulation on political bloggers

The California Fair Political Practices Commission just ruled this week to require campaign committees to report to the State who they pay to post “favorable or unfavorable” content on blogs, social media or online videos, on their campaign finance statements.

The committees will also have to report the name of the website where the content appears.

The long arm of the government has found a chilling new way to intimidate new-media.

Political bloggers writing online will be subjected to new disclosure rules under state regulations the Fair Political Practices Commission approved Thursday.

Here’s how the State, under California Code Section 82013, defines a “committee”:

“Committee” means any person or combination of persons who directly or indirectly does any, of the following: (a) Receives contributions totaling one thousand dollars ($1,000) or more in a calendar year. (b) Makes independent expenditures totaling one thousand dollars ($1,000) or more in a calendar year; or (c) Makes contributions totaling ten thousand dollars ($10,000) or more in a calendar year to or at the behest of candidates or committees.
