The back room deal between the California Grocers Association andUnited Food and Commercial Workers labor union paid off; Gov. Jerry Brown signed the bill to ban and tax plastic and paper grocery bags… despite that all types of plastic shopping bags can be recycled into new bags.

SB 270by Senators Kevin de León, D-Los Angeles Alex Padilla, D- Pacoima, and Ricardo Lara, D-Los Angeles, “prohibits stores from distributing lightweight, single-use plastic bags.” Padilla is running for Secretary of State.

The American Progressive Bag Alliance just announced it is launching two new television ads opposing Senate Bill 270, by Sen. Alex Padilla, D-Pacoima.

SB 270 would ban the 100 percent recyclable, multi-use plastic retail bags while allowing grocers to charge and keep fees for paper and thicker plastic bags. Padilla and supporters call the current plastic grocery bags “single use.”

With introduction of the twelfth bill to regulate plastic bags in 10 years, consumer choice doesn’t stand a chance in California. And unemployed Californians looking for a job can forget it – plastic bag companies will be just one more industry in manufacturing to get the boot out of the most business-unfriendly state in the nation.

“To continue the use of these bags would ignore the convincing body of global evidence proving that these bags are having a drastic effect on marine ecocultures,” said Freshman Assemblyman Marc Levine, D-San Rafael, author of AB 158. “Additionally, there are several easily available and affordable alternatives to plastic bags. Katy Grimes: The plastic bag activists are at it again, and they are nothing, if not persistent. With the eleventh bill regulating plastic bags in less than 10 years, grocery stores don’t have a chance in California.

Passed today by the Assembly, SB 1219, the latest plastic bag regulation bill, by Sen. Lois Wolk, D-Davis, will require grocery stores to implement, manage, and report on the “At-Store Recycling Program” to the Cal Recycle state agency.

Besides imposing more rules and regulations on privately-owned grocery stores, SB 1219 which appears to be aimed at large grocers like WalMart, Target and other large supermarket chains, will require that stores “place recycling bins in a readily accessible location for consumers, assure the collected bags are recycled, and provide reusable bags. Additionally, stores track the collection, transport, and recycling of plastic carryout bags and regulated manufacturers provide educational materials to assist in recycling (see requirements).”
